You could fly here and then arrange car hire to explore the rest of Latvia. The main routes in Latvia are reasonably maintained. Riga and Jumala are linked by motorway. In fact, most main routes commence and/or terminate in Riga, including the A1, and A2 to A10 routes to other parts of the country. You must drive on the right hand side of the road, and main beam headlights must be used - day and night.
